Rules in Rugby

  • The skip company pays Warwickshire County Council's £100 fee when it applies for the road licence.
  • The application must reach the council at least five working days before the skip arrives.
  • A late, retrospective application costs 1.5 times the normal fee, whether or not it's granted.
  • On the carriageway, at least four cones guard the skip, with warning lamps by each corner after dark.
  • Vehicle access to Market Place, Chapel Street, High Street and Sheep Street is limited from 11am to 4pm.

Getting a skip in Rugby

In Rugby town centre, High Street, Market Place and Sheep Street are pedestrian zones. A Traffic Regulation Order also limits vehicle access to those streets and Chapel Street from 11am to 4pm. If you're clearing a flat or shop there, tell the skip company your street when you book so delivery falls outside those hours. A proposal would stretch the restriction to 11pm. Another would close the through route from North Street to Lawrence Sheriff Street, with access kept to every property. Where kerb space is short, a 2 yard mini takes the least room.

Along the southern side of Bilton Road and on Warwick Street, yellow-brick terraces and semis sit in the Bilton Road Conservation Area. On the northern side of Bilton Road, the villa-style buildings stand on larger plots, so you have a better chance of keeping the skip off the road. Around Clifton Road, Hillmorton Road and Whitehall Road, the late Victorian and Edwardian houses sit in a conservation area whose appraisal counts paving front gardens for parking as harm. Without a drive, your skip goes on the road under the county licence. For refit rubble, choose a 6 yard builders skip or smaller.

For a small DIY job, Hunters Lane Recycling Centre beats a skip. It takes up to six 25 kg bags of rubble, soil or plasterboard per visit free, up to four times every four weeks. For two or three large items, Rugby Council collects up to three for £35. Stockton Recycling Centre opens at weekends only. Once a clear-out or refit outgrows the tip and the collection, hire the skip and check the price for your size.

For one or two items, the council is often cheaper than a skip. Here’s how they compare.

Fly-tipping in Rugby

£1,000 fixed penalty

4,488 incidents reported across the Rugby Council area in 2024-25, about 36.7 per 1,000 people.

Council-wide figures, not just Rugby.

Nobody wants fly-tipping in Rugby. Whoever takes your waste, make sure they’re a licensed waste carrier. The skip companies on this site all are.

By law you’re responsible for your waste even after it’s collected. If it’s dumped and traced back to you, you can be fined.

Questions

Do I need a permit for a skip in Rugby?
Only if it goes on the road. On your drive or other private land it needs nothing. On the road, the skip company applies to Warwickshire County Council at least five working days ahead and pays the £100 fee.
Will a Traffic Regulation Order affect a skip on Chapel Street, Rugby?
It will. Vehicle access to Chapel Street, Market Place, High Street and Sheep Street is limited from 11am to 4pm, and High Street, Market Place and Sheep Street are pedestrian zones. A proposal would stretch the restriction to 11pm. Tell the skip company your street so delivery avoids those hours.
Is Hunters Lane tip enough for a little Rugby rubble?
For small amounts it is. Hunters Lane Recycling Centre takes up to six 25 kg bags of rubble, soil or plasterboard per visit free, up to four times every four weeks. Beyond that, a 6 yard builders skip or smaller holds heavy waste.
Do a wardrobe and two chairs in CV21 justify a skip?
Probably not. Rugby Council collects up to three bulky items for £35. For three pieces of furniture that's simpler than a skip. Once you're clearing a room or more, compare it with a 4 yard midi in the price check.
Will my skip fit off the road on Bilton Road, Rugby?
That depends on your side of the road. The northern side has larger villa-style buildings on bigger plots, with more room off the street. The southern side's yellow-brick terraces and semis, like those on Warwick Street, may leave you needing the road and the county licence.
